Join ACORE's Biomass Coordinating Council

The Biomass Coordinating Council of the American Council of Renewable Energy is an ever-present resource and meeting place for biomass professionals - or anyone who wishes to be engaged in the issues at the heart of emerging biomass renewable energy industries. At the helm of the council is the renowned Bill Holmberg. Below is his recent appeal for members that explains the scope and objectives of this group for 2009. I highly recommend attendance at their events where you can meet many of the most respected movers and shakers of this industry.

The Biomass Coordinating Council (BCC) is formed under the auspices of the American Council On Renewable Energy (ACORE), a 501(c)(3), non-profit organization based in Washington, D.C. BCC is working to accelerate the adoption of renewable biofuels, biopower, and biobased products into mainstream American society through work in policy initiatives, convening, networking, and communications. BCC's goals include reducing America's dependence on oil, creating a cleaner environment, and expanding markets for rural America.

Scope

BCC promotes all renewable and sustainable uses of biomass. BCC supports sustainability measures such as water conservation and soil enhancement, and the use of all biomass feedstocks including waste streams.

Biomass Coordinating Council (BCC)

In 2007 and 2008 biofuels and biopower represented about half of the renewable energy produced in the United States. It is certain biomass will play a fundamental role in “Renewing America” in 2009. However, we must unite biomass stakeholders to ensure biomass sustainability through optimized land use, vitalized soil and water management.

To do this we need to properly enhance and sustain the 6Fs of the Biomass Wheel, in addition to four major spokes; Project Development and Finance, Advanced Fuel Vehicles, Plug-in Hybrids with multi-fuel engines and Land Use Management. To do this, the BCC intends to engage its members - working collaboratively in advancing all involved individuals, businesses and pertinent organizations in developing informational and political support systems.

The BCC understands the importance in integrating this effort to unify and organize members of the BCC and other biomass stakeholders.

To strengthen this integrated effort, the BCC has set the following goals for 2009:

• Establish co-chairs representing biomass stakeholders corresponding to the 6Fs of the Biomass Wheel; food, feed, fuel, fiber, fertilizer and feedstock for chemicals, Project Development and Finance, Advanced Fuel Vehicles and Plug-in Hybrids with multi-fuel engines and Land Use Management
• Hold monthly webinars similar to the American Bar Association
• Submit foundation grants to expand the capacity of the BCC program
• Continue to support the formation of additional Councils throughout the world on Renewable Energy, with a focus in developing countries
• Continue to expand and enhance bioenergywiki.org
• Continue to support the Admiral Thomas H. Moorer Forum on Energy Security
• Advance the concept of uniting Veterans in support of the “Green Revolution” as articulated by Thomas Friedman
• Launch a Biomass Power and Thermal Energy Committee under the BCC
• Support the launch and development of an ACORE National/Energy Security Committee
• Fully support ALL of ACORE’s contingences
• Double the membership of the BCC
• Overall, enhance membership, functions and opportunities of the BCC

Accomplishments in 2008

The BCC met twice in 2008–both at the Washington International Renewable Energy Conference (WIREC) in March 2008 and at the Phase II Policy Conference on Capitol Hill in December 2008. The topics of both meetings featured the development of the great need for more integrated biomass industries. It was also decided to proceed with a committee structure as outlined in the Goals for 2009.

Made extensive efforts to counter the GMA/ADI funded PR attacks on the ethanol industry. Today, the issue is less volatile due rising fuel costs and the hard work of a number of our members, but it is far from resolved.

On December 9th 2008, we helped host the Thomas H. Moorer Military Energy Security Forum at the National Defense University which determined the need for continued advancement of Renewable Energy and energy efficiency in the Department of Defense and the military services at home and abroad.

We continued our tradition of helping small non-profits get off the ground, contributing our support and time to the Latin American and Caribbean Council On Renewable Energy, Renew the Earth, Remineralize the Earth, International Biochar Institute, and others.

The BCC provided extensive support for ACORE’s Washington’s International Renewable Energy Conference (WIREC), Wall Street Renewable Energy Finance Forum (REFF-Wall Street), Renewable Finance Conference in Seattle (REFF-West) and Phase II on Capitol Hill.

We also continued the support of the bioenergywiki.org and a series of Biomass Committees under the BCC.

BCC Membership increased by 48% in 2008.

"FUEL" - an interview with Josh Tickell and Rebecca Harrell

In January 2008, Josh Tickell screened his new documentary “Fields of Fuel” at the Sundance Film Festival to rave reviews (see trailer here). It won the Audience Award for Best Documentary. After a full year of more development, it has recently been released to a few theaters in the L.A.

I was invited to attend a pre-premiere green carpet party at one of only two gas stations in Los Angeles that sell both E85 and biodiesel fuels. It was cold (for L.A. in the high 40’s) and threatened rain but it still drew a number of celebrities – Peter Fonda, James Cromwell, Mariel Hemmingway, Stephen Collins, and others – who wanted to support the movie’s successful release.

I caught up with Josh and his fiancée, Rebecca Harrell, on the green carpet and conducted this interview.

Scott: I know that leading up to this, you have had trailers at various conferences. Two years ago I saw it at a Farm to Fuels conference in St. Petersburg Florida. What’s happened since?

Josh: It was quite a journey from Sundance a year ago to here. We cut the movie and added a whole new section about sustainability and the solutions that people were asking for. So the movie grew up a little bit in the year – and we got it ready to come out to the movie theaters as well.
Hello Rebecca, what is your role?

Rebecca: I am Rebecca Harrell and I am a producer of the film as well as Josh’s fiancée… and the Marketing Director during this evolving process for this “labor of love.” We have had to address all the controversy that has been erupting around biofuels. So we couldn’t release the movie without proving that. I think watching the movie will spark your interest and make you more aware of how you can help move biofuels forward.
Why did you make the film?

Josh: We started shooting the film in 1997 when I started driving the “Veggie Van” around the country. We didn’t originally go out with the objective of making a movie so much as the objective to see if these solutions are viable. For two years we just drove it around, making my own fuel, looking for solutions.

What started out as a two month journey turned into an eleven year journey to not just find solutions but to bring them to the public in a way that is accessible so people can understand. What better way than in the form of a movie!
Can you give us some highlights of the film?

Josh: One of the best parts of the film is what we call “the sustainable barrel.” It’s an animated barrel of solutions that replace an oil barrel. People love that part and all the things that people can do themselves that are shown in the movie. It is not often that you can see a movie and then you can do the things in the movie as soon as you’re done.

Rebecca: It is certainly an environmental documentary but it doesn’t make you want to jump off a bridge at the end. It leaves you inspired and uplifted and full of things you can do right now and that’s not usually the way green activists look at this.

Josh: This isn’t a movie that your vegetarian girlfriend is going to drag you to and you end up feeling depressed. She might drag you to it but it’s actually fun.
I think you’d agree that stakeholder engagement is going to be key to the environmental community to accept the deployment of any new technologies. Sustainability being a huge issue, are you prepared to go and help educate America that there can be alternatives?

Josh: Absolutely, the film is about outreach, it is about communities, its about individuals banding together to understand the solutions and act on them. We’ve got a “Big Green Energy Bus”, we’ve got this big inflatable screen – this is really about a community coming together and getting out on the road and activating America. Not around problems but around solutions, especially those that can help us get out of this economic crisis. That’s what green energy and green collar jobs really is.
Do you see an advantage to decentralization of our energy paradigm that seems locked into going further and further to tap fewer and more remote reserves that are dirtier and dirtier to distill?

Josh: Yes, I think the core message of the sustainability movement is that it has got to be local, it’s got to be recyclable. The core of sustainability is non-centralized energy sources – energy you and I can help make – whether it is in my apartment, my house, or my ranch.

Rebecca: It’s also about using our waste streams as fuels.
You are to be congratulated on the work you have done so far. It will be interesting to see where you take it after the flurry of interest in the film itself.

Rebecca: It isn’t just a movie. We are going to take the educational portion of the film and turn it into a 45 minute entertaining, rock and roll, educational film that we distribute for free to every school in America. We will go along with our Big Green Energy Bus and educate people how to be green and sustainable.
You have a wonderful website at ( www.thefuelfilm.com > that’s beautiful, number one, but also very functional.

Josh: Yeah, that’s Rebecca’s creation.
Is that going to be a keystone as part of this movement?

Rebecca: What you see there is just the tip of the iceberg for our website. We are going to use it as a way for people to broadcast their own green message. We developed it so that people will be the eventual owners of that site and we will be facilitating it.

Josh: Everything – the movie, the bus, the website – is for the people and generated by the people as well. Every ticket that is sold for this movie is a vote for green energy, it’s a vote for change. People around the world see those ticket numbers. People ask, “What can we do?” – well right away people can get to the theater and get others to the theater. We will be building a whole network for people to act on as the movie rolls out across the country.
Well we vote with our dollars in this country. And the problem is that, at our gas stations, you can get whatever fuel you want - as long as its petroleum based. We are desperate for fuel alternatives. This fuel station, called Conserv Fuel, is one of the only one’s selling alternatives in all of Los Angeles.

Rebecca: You’re right and they almost stopped selling biodiesel a few weeks ago. When we got that email we were pretty shocked and depressed and then we realized it doesn’t have to be this way. So we started writing and we got others to write also. Within literally five days we got a notice from the gas station that they changed their minds and were going to sell biodiesel. We wanted to celebrate with them and that’s one of the reasons we are here today – I don’t think anyone has ever had a film opening at a gas station before.
Well I hope you can roll this out to other bloggers and the bioenergy conferences that are going on around the country on this very subject. There is a Waste to Fuels conference in San Diego in mid-May – maybe we can show your movie there as well, with your blessing.

Perspectives on Sustainability Standards for Biofuel Production

This article is a response to a call for comments on Version Zero of the draft Principles and Criteria for Sustainable Biofuels written by the Roundtable for Sustainable Biofuels after extensive, multi-stakeholder, international collaboration. A running public dialog on these standards is available online at the Bioenergy Wiki.

We need change to a renewable fuels paradigm and we need it to be sustainable.

How do we engage in a massive overhaul of our energy paradigm that impacts on the quality of life of future generations without disturbing the natural order of things?

According to the preponderance of current research on "global warming" we have already disrupted the natural order of things. We need to quickly learn to responsibly manage Earth's resources to correct an imbalance that will not correct itself.

One only has to look at 2008's headlines and editorials to see how important the concept of "sustainability" has become to a wide swath of stakeholders as we move into the renewable energy era. Unfortunately, good news is rarely considered news-worthy to major outlets of opinion journalism. Instead, useful debate about certain sustainability issues has been, in far too many cases, distorted far out of proportion to their real significance. Controversy over "energy return on investment", "food vs. fuel", and "indirect land use change" stole much of the momentum that was being generated in support of advanced biofuel production. Some promising and sustainable projects were lost in the process.

Still, the artificiality of the controversy perpetuated by some of the media is no excuse to disengage from a discussion of the issues. To an extent, controversies draw valuable public interest to the topics under debate. In a sincere attempt to contribute a constructive opinion on these issues, I submit the following comments:

Recognize the threat posed by the status quo.

Renewable biofuels are carbon neutral (or negative) and are getting more plentiful and cleaner (fewer noxious byproducts and a reduction in greenhouse gases). Contrast that with fossil fuels that are carbon positive and getting dirtier (more greenhouse gases emitted from harder to extract and refine resources like tar sands and oil shale).

Before biofuels sustainability criteria are promulgated, it is important to ascertain the level of the challenge and the cost of doing nothing. Even prolonged delay has consequences. Lifecycle analyses of fossil fuel production should be used as a standard for comparison. Distance from well to wheel is a very important variable because it take energy to transport (and transmit) energy.

Credit the achievers.

Creating biofuel alternatives require innovation, creativity, and a significant amount of investment risk-taking.

In the fog of adversarial journalism, it is easy for the general public to lose focus on the clear benefits and achievements of the corn ethanol industry during the past few years. Few recognize the credit the ethanol industry deserves for replacing ALL groundwater contaminating MBTEs with clean, biodegradable corn ethanol as an oxygenate blended into gasoline. This simultaneously extended the volume of non-imported fuel used in American cars (roughly 3% nationwide) and resulted in cleaner running, less polluting vehicles.

Without the ethanol industry's rapid growth, there would be far fewer alternative fuel vehicles on the road, less developed infrastructure for supply and delivery, increased dependence on foreign sources of energy, more expensive gasoline during the recent price spike, and many lost opportunities to bolster a revitalized generation of Midwestern rural communities. This is an industry that has not only doubled production within the last few years, but is also moving forward with retooling agricultural practices, reducing fossil energy usage, and expanding the variety of feedstock that can be converted. With deployments come improvements.

We should continue to build and improve on models that have been successful.

The perfect is the enemy of the good.

The deleterious impacts from the status quo energy paradigm is the reason that we seek alternative technologies. It is not likely that new innovations will meet all criteria upon first deployment. And raising the bar and adding new criteria - like water usage, land use change, and greenhouse gas emissions - often arise after high capital expenditure deployment. By penalizing innovation we risk total inertia. Doing nothing is not an option.

All too frequently innovative processes are compared to theoretical concepts and abstract ideals that have remained pure because they have never been deployed so their impacts can be measured. Some may never be viable economically whether they meet sustainability criteria or not.

Biorefineries can cure environmental ills.

Conversion technologies can be used to turn environmental blights into fuels and power. Waste-to-energy power plants have helped municipalities reduce the amount of post-recyclables destined for landfills while creating new electricity. Similarly, biorefineries are being proposed to utilize environmental waste as biomass feedstock - trash and tires; bug infested forest timber; wildfire salvage; chicken litter; food scraps; forest management trimmings; hurricane, flood, and tornado debris; forest knockdown; and industrial wastes. These biowastes emit greenhouse gases as they decay so lack of management contributes to global warming.

Cleanly harnessing the btus contained in biomass waste completes a cradle-to-cradle energy value chain. The commercial value of biofuels and biopower can help fund environmental cleanup. We need as many conversion technology approaches as possible because the range of environmental challenges are vast and the resources available are becoming ever more precious.

Sustainability standards should be inclusive and regional.

To achieve the ends that we all want - more sustainable energy processes to pass on to future generations - we must deploy the most promising technologies now so we can perfect them. Multiple approaches provide options that can be tailored to specific resource, climate, and local stakeholder acceptability.

One of the prime characteristics of the bioenergy paradigm is the shift from centralization to decentralization. Fossil fuels are found at specific locations and, over time, the hunt for new reserves ranges further, wider, deeper - and dirtier. By comparison, biomass is relatively ubiquitous. It can be found everywhere except the most extreme conditions - like the deserts and the arctic regions.

The logistics for bioenergy solutons are based on short radius resources basins of 75 miles or less. Rather than expending vast sums for shipping remotely accessed raw materials from the corners of the world, biorefineries will depend on utilizing resources indigenous to the immediate vicinity. What is sustainable in one resource basin is totally different than another. Soil fertility, water availability, climate, and cultural mores vary greatly as do stakeholder interests. To mandate global sustainability criteria without factoring in indigenous variables would be pure folly.

This has already happened. The definition of "renewable fuel" in the groundbreaking 2007 Energy Independence and Security Act excluded classifications of different feedstock (notably woody biomass from federal forest lands). To many in the industry this seemed very arbitrary. Those that it did not specifically exclude were couched in terms that could lead to litigious action in the future against biorefiners attempting to receive the benefits outlined in the renewable fuel standard. The definition should be inclusive of a broad range of feedstock from private and public sources - not exclusive - because every resource basin is different.

Add concerns over the use of water, depletion of soil, deforestation, wildlife diversity, pesticides, energy return on investment, and fertilizers and the obvious question becomes "is there any biofuels production technology that will deployable?" If so, will it be so hamstrung by over-analysis and red tape that it never achieves its potential as a reasonable alternative to the status quo?

Even if a developer successfully threads the needle of expectation this year, will increasingly restrictive standards make duplication of the feat impossible to permit?

What ends might we sacrifice if we focus solely on the means?

Our dependence on fossil fuels is playing havoc with our economy, national security, environmental quality, and the climate predictability of our atmosphere. Just because fossil fuel industries existed before lifecycle analyses were required does not mean that they should forever be immune to measurement and sanction. The social, economic, health, climate, and military costs of fossil fuels are profoundly high.

We need to incentivize the development of many technologies to leap the hurdles of our paradigm challenge. Let's be careful that we don't handicap entrepreneurship with restrictions that will serve mainly to hamper creativity, slow the pace of change, and stifle investment.

The "Bridge Builder" of biomass conversion

Last night it was my privilege to attend a tribute to a decorated Marine who is an officer, a gentleman, and a war hero. He is also a towering luminary of the Biomass Conversion industry - who just happens to have reached the tender age of eighty.

Bill Holmberg is the Chairman of the Biomass Coordinating Council (BCC) of the American Council on Renewable Energy (ACORE). ACORE, co-host with the U.S. State Department for last March’s Washington International Renewable Energy Conference (WIREC), is the foremost American association promoting all forms of renewable energy. Their success is in large part because of Bill’s inspired leadership of the BCC.

I call Bill the “Bridge Builder” of biomass conversion because that is his principal contribution to a movement that has such large chasms to cross and requires the coordinated efforts of so many specialists. The key drivers for renewable energy touch defense, energy, economic, environmental, educational, and manpower issues that will occupy Washington policymakers for decades to come.

The threat of inertia within the industry is real because of the many narrow interests involved. But true leader that Bill has been all his life, he retains a sense of perspective, purpose, drive, and appreciation of the good intent of all the stakeholders that are committed to the paradigm shift. The nation’s capital, which excels at developing coalition builders, has none better than Bill Holmberg.

In attendance at his "Toast and Roast" were many groundbreakers who represent specific components of the movement. They, too, exemplify the kind of dedication and leadership necessary to gradually move the global village away from fossil fuels toward bio-based power, fuels, and products.

On hand were Jim Woolsey (former Director of the CIA), Nebraska Senator Ben Nelson, Mike Eckhart (President of ACORE), Bob Dinneen (President of the Renewable Fuels Association), Brent Erickson of BIO’s Industrial Biotechnology division, Kevin Kephart (professor and a regional director for the Sun Grant Initiative), Carol Werner (Executive Director of the Energy and Environment Study Institute), Doug Durante (Executive Director of the Clean Fuels Development Coalition), Phil Madson (President of Katzen Inc.), Barbara Bramble of the National Wildlife Federation and Roundtable on Sustainable Biofuels, Max Shauck (Director and Professor of the Baylor Institute for Air Science), Mike Bowman of 25x’25, and environmental activist Suzanne Hunt.

Many, I am sure, first came into contact with Bill Holmberg in the same “burning bush” way that I did. I was driving to an appointment when I got a cellphone call from a perfect stranger. It was Bill and he had an invitation and a request. He wanted me to attend a one day meeting of his BCC in Las Vegas. My role was to represent “blogging” because he felt his group needed an expert that could contribute a communications perspective to leverage new media to the cause of moving bioenergy forward.

I am more than grateful that I went. There were fifty experts in the room who were focused on soil, forestry, farming, aviation, the paper industry, social justice, biomass logistics, military technology, Indian affairs, academia, genetics, the penal system, tree farming, environmental sustainability, biofuels, and bioproduct development. I was a kid in a candy store.

Everyone was involved in the conversation and, while none would go away feeling that their own perspective had been fully explored, all would come to realize the awesome scope of the enterprise, the role they had to play in it, and the genuine humanity of its aims - and of BCC's leader. That is Bill’s gift. There were many relationships that spawned that day, bridging some of the technological, communication, and interdisciplinary gaps of the attendees.

Fuel Ethanol Workshop promotes vision and collaboration

The 2007 Fuel Ethanol Workshop was informative, thought provoking, and inspirational. Its scope was very broad. While enumerating the many benefits of a robust renewable energy paradigm, it also sought to promote greater collaboration between capitalism and environmentalism. It sought to stretch the range of feedstock beyond corn to cellulosic raw materials. And it provided many opportunities for attendees, embarked on a globally important quest, to meet and learn from each other how to achieve their goals.

Gateway to the Future

Symbolically, the choice of venue couldn't have more appropriate. It was held at the America's Center just west of St. Louis' inspirational Gateway Arch. Millions marvel at the futuristic elegance of its gleaming structure.

Between the vaulting legs of the arch is the underground Jefferson National Expansion Memorial - a contemporary reminder of the pioneering American spirit and its tireless urge to explore. In 1803 Thomas Jefferson oversaw the Louisiana Purchase that doubled the size of the country. He predicted it would take "a thousand years to settle." It took less than a hundred. This demonstrates that even a visionary as prodigious as Jefferson can dramatically underestimate the character and energy of his countrymen and the draw such vision represents to people around the world - many of whom immigrated to settle in the new territory. We are clearly at the gateway to a new era for emerging technologies that will transform the world energy paradigm and impact the exercise of freedom everywhere.

Building a globally important industry

The sense that biofuels companies are not just on the threshold of forming a globally important industry but also of insuring the humanitarian sustainability of future generations was highlighted during the opening session. BBI International hosts the conference and its CEO, Mike Bryan spoke eloquently to the attendees about the importance of the renewable fuels quest in global terms:

You are here to build an industry.

You represent a stronger economy - not just a stronger rural economy, but also a stronger urban economy because a rising tide raises all ships.

You also represent energy independence and energy security. Renewable energy promotes world peace. A new age in energy. When the oil wells and the oil refineries of today are nothing more than rusted relics of a past generation, renewable energy will continue to supply clean domestically produced energy not only to this country but also to countries all around the world.

We hope that soon, someday soon, we no longer will go to war over oil and that it is just simply a faded memory.

The need for both capitalism and environmentalism

Bryan was equally passionate when he spoke about the need for capitalists and environmentalists to work together:
You represent a cleaner environment. There’s been a lot of discussion over the years about capitalism and the environmentalism. They never seem to have gotten together, have they? That needs to change. We need to work with environmentalists.

You know what? Wealth creates pollution. Wealth needs to solve the pollution problem in this world. Capitalism alone is haughty, environmentalism alone is weak. But when we combine the two together we have something that can actually change the world.

It's okay to make money, it's okay to be profitable, that's a good thing. But as capitalists, as people who are in business to generate revenue and generate profit, we need to think about how we can create a better environment. We always need to be thinking about how we can collaborate with the environmental movement around the world.

To emphasize the importance of the environmental message, the keynote address was presented by Karen Coshof from Stonehaven Productions, Executive Producer of The Great Warming, a documentary about the threat of global warming and the need for "enlightened corporations, religious institutions, environmental and political leaders to recognize our moral responsibility to be stewards of the Earth today and for future generations."
Our time to stabilize global climate is shrinking fast. You are all working to move the world to a new and, I hope, a more sustainable energy paradigm. When you make your decisions and talk to each other over the next few days, factor in your children's future because failure is not an option.

Expanding the role of renewable biofuels

Bob Dinneen, President and CEO of the Renewable Fuels Association reflected on the immense change that has taken place over the last few years when he said:
50% of the nation's fuel is blended with ethanol. Every single gallon of gasoline sold in New York and California is blended with ethanol. Every single gallon of gasoline sold in Houston, Texas - where big oil executives have to drive to work each day on your fuel - is testament to how far we have come. But we surely have a long way to go.

We have to remind people that technology is not stagnant – that we are going to get greater and greater yields from an acre of corn. That technology is going to allow us to satisfy demand for grain used in feed, fuel, and fiber throughout this country.

We need to get the message out that... the price of gasoline has a far greater impact on consumer food prices than does a bushel of corn.

A recent poll that was done revealed that more than three out of every four Americans believe we need to be doing much more. We need to be maximizing production and use of renewable fuels like ethanol.

Congress has got that message. Congress saw what the Renewable Fuel Standard has done for our industry.

Diversifying ethanol feedstock

One way to maximize production of renewable fuels is to incorporate the use of a greater range of biomass feedstock. Poet President Jeff Broin announced a new project that will use corn cobs and corn fiber as the feedstock for their commercial cellulosic ethanol production facility that will be jointly funded with the U.S. Department of Energy (DOE).

Numerous workshops shed light on advancements in cellulosic biomass conversion into ethanol. Of the six D.O.E. "Section 932" award winners, four made presentations about their processes including Abengoa, Poet, Alico (and their technology partner, BRI), and BlueFire. However, other workshops dealt with issues that were important to all ethanol production processes.

Workshop 3 dealt with logistics and the transportation grid that currently exists to service the growing industry. Sandra Dearden, President of Highroad Consulting, Ltd. made a strong point during her presentation on "Integrating Transportation: Planning for Future Growth" that rail service is not on a trajectory that will adequately service the anticipated needs of the ethanol industry. When asked about future volume capacity, Sandra responded:
The thing that scares me the most is that the freight volume is likely to double within the next 14 years. It takes two years for a railroad to receive an ordered locomotive. It takes about ten months to get someone trained to be on a crew to be on a locomotive. And, at the same time, we don't have the infrastructure capacity. The railroads have gone to the House (of Representatives) and asked for assistance for funding additional railroad infrastructure.

The current status of Carbon Credits

Workshop 7 was titled "Greenhouse Gases: Capitalizing on Carbon Credits." Should a cap and trade mechanism be fully implemented nationwide, the value of GHG emissions is estimated to represent $50-$300 billion dollars by 2020 (US Congressional Budget Office). Keeping abreast of the carbon credit systems that are developed may spell the difference between survival and bankrupcy for many developers.

How can we use carbon credits to provide incentives for responsible industry behavior without undermining the financial stability of existing leveraged corporations? If a carbon credit system is used, what input will be taken into account? The answers will tend to be regionalized state-by-state. In the meantime, experts are developing tools to calculate the value of carbon credits based on a complex set of data input. Once of these is the BEACCON model, implemented in Excel®. which is free to download from http://lifecycleassociates.com/beaccon.php.
The BEACCON (Biofuels Emissions and Cost Connection) model allows ethanol producers to evaluate the potential impacts on production costs of the global warming intensity (GWI) of different biofuel production pathways. Version 1.0 of the model focuses on ethanol plants with a capacity range between 50 and 100 million gallons per year.

Another computational model is being developed by the University of Nebraska called the Biofuel Energy Systems Simulator (BESS). It will be released July 20th for free download.
The Biofuel Energy Systems Simulator (BESS) model provides a holistic “cradle-to-grave” analysis of energy use and net greenhouse gas (GHG) emissions during the entire biofuel production cycle—including crop production, ethanol conversion, and by-product use and waste disposal via associated cattle feedlots and anaerobic biodigestion systems. The model estimates the net energy efficiency and net GHG emissions for each component of the biofuel production life cycle and also for the integrated system as a whole.

James Murphy of Carbon Green, LLC was on hand to provide an introduction to the Chicago Climate Exchange (CCX) - which trades Carbon Financial Instrument™ (CFI) contracts.
CCX members make a voluntary but legally binding commitment to meet annual greenhouse gas (GHG) emission reduction targets. Those who reduce below the targets have surplus allowances to sell or bank; those who emit above the targets comply by purchasing CCX CFI contracts.

Notably, the U.S. Congress recently passed an appropriations bill amendment instructing the House to join the CCX - which requests that the House Chief Administrative Officer (CAO) purchase Carbon Financial Instruments from American projects through the Chicago Climate Exchange (CCX) to offset carbon produced by all House operations after renewable energy and efficiency improvements are made.


New Technologies

The new technologies addressed by FEW workshops this year included four of the six D.O.E. "Section 932" award winners mentioned earlier.

Bob Wooley, Principal Engineer from NREL/DOE gave an illuminating presentation on how his organization is helping the U.S. Department of Energy (DOE) plant and cultivate emerging technology development in the private sector. He talked about the dynamics and economics for expanding the fuel supply chain with a focus on two complex areas of the problem - feedstock supply and capital investment. They have developed a model called STELLA™ to understand how DOE activities might influence the ultimate ethanol deployment and explore what else (outside of DOE) might be needed to reach the desired deployment levels.

Other technologies included a DOE look at the emissions and performance characteristics of the SAAB 9-5 BioPower automobile and how the Chippewa Valley Ethanol Company is developing plans to displace over 90% of its fossil fuel usage with renewable biomass.

Hurdles to Deployment of E85

The Ethanol Promotion and Information Council (EPIC) held a special workshop on E85 during which their Director of Operations, Robert White, updated information about Underwriters Laboratories (UL) who rescinded E85 pump and pump component certification in September and October of 2006. This sent a chill through the distribution service industry for ethanol. There is now a process that is being developed to create standards for submitting equipment for certification and UL approval.

Back in February 2007 UL did complete a survey of dispensers across the country that concluded that E85 equipment has not resulted in any significant safety problems. A separate Brazil survey concluded in May 2007 rendered similar results. UL is now working inhouse to develop new standards which it hopes will be completed and published by December of 2007. It is anticipated that it will take a while to pass certification and it will not be until the fourth quarter of 2008 that there will be UL certified dispensers on the street.

The consequences have not completely curtailed deployment of pumps because some manufacturers are providing special warrants on safety and security in the absence of UL certification. However, this is an issue for the big box retailers (WalMart and others) and in Hawaii a program to install 25 E85 pumps was halted by the Fire Marshal because of the lack of UL approval.

Carl Donges from Clean Fuels USA talked about some equipment that his company represents that will have a big impact on how ethanol is dispensed now and will in the future. Texas based CleanFUEL USA has established itself as the leading global manufacturer of certified and approved alternative fuel dispensing equipment for both propane (LPG) and E85 and has expanded its role as an industry leader by providing comprehensive alternative motor fuel programs for fleet managers throughout the world.

Not only do they currently market dedicated pumps for dispensing ethanol but they also sell retrofitting kits and even pumps that blend different percentages of pure ethanol with standard gasoline at the dispensing station.

During Workshop 14 Jim Stewart of BRI made a presentation promoting the conversion of waste-to-ethanol using a thermochemical process. He used the occasion to launch a scathing attack accusing Big Oil companies of attempting to control renewable energy development so as to mitigate the possible negative impacts on their established businesses:
The public face of Big Oil appears to be committed to a transition between petroleum to alternative energy. But its private face is providing funds to educational institutions and think tanks that are generating unfavorable studies or otherwise opposing ethanol as a substitute for gasoline - and in subtle ways Big Oil is taking other steps to slow its expansion.

He then listed several high profile instances that he felt demonstrated the conflict of interest between the funding of educational institutions by Big Oil and subsequent research announcements detrimental to ethanol's image in the press. It is a touchy subject to be addressed at FEW because the oil companies, with their refineries that blend ethanol into their gasoline to meet state standards, are the primary customers of ethanol producers.


The promise of renewable fuel development will depend upon the collaboration of competing stakeholder interests (academia, business, social, environmental, and political) while correcting public misperceptions as reported in the press. The call is being raised for insightful leaders who can see and develop the common ground shared by these many sectors. Clearly, not all sectors were equally represented at FEW 2007, but the workshops stimulated multi-interest discourse and provided a forum for industry leaders to learn from each other.

U.S. D.O.E./E.I.A. International Energy Outlook 2007

Business Energy Reports publishes a prolific number of excellent research reports that address the "global energy industry" and are available online for purchase. Did I mention that they are pricey? Well they are and it would serve them well to offer a discount based on volume purchases. Still, if you are curious to see one, they do offer a free loss leader called "Market Survey of the Energy Industry" which you receive online if you sign up for their email announcements of new releases.

Occasionally they distribute press releases that announce new reports from other agencies that are available online. World Energy Use Projected to Grow 57 Percent between 2004 and 2030

Phoenix, AZ –May 21, 2007 – World marketed energy consumption is projected to grow by 57 percent  between 2004 and 2030, according to the reference case projection from the International Energy Outlook 2007 (IEO2007) released today by the Energy Information Administration (EIA). The IEO2007 shows the most rapid growth in energy demand for nations outside the Organization for Economic Cooperation and Development (OECD) especially in non-OECD Asia, where strong projected economic growth drives the increase in energy use.
 
Global energy demand grows despite the relatively high world oil and natural gas prices in the reference case. However, rising oil prices dampen growth in demand for petroleum and other liquids fuels after 2015 and, as a result, reducing their share of overall energy use from 38 percent in 2004 to a projected 34 percent in 2030.  In contrast, the energy shares of natural gas, coal, and renewable energy sources are expected to grow over this period.  Liquids consumption is still expected to grow strongly, however, reaching 118 million barrels per day in 2030. The United States, China, and India together account for nearly half of the projected growth in world liquids use.
 
To meet the increment in world liquids demand in the IEO2007 reference case, supply in 2030 is projected to be 35 million barrels oil equivalent per day higher than the 2004 level of 83 million barrels per day.  Conventional resources account for about 27 million barrels per day of this increase, with a projected 21 million barrels per day increase in production by members of the Organization of Petroleum Exporting Countries (OPEC) and a 6 million barrels per day increase in non-OPEC countries.  Production from unconventional resources (including biofuels, coal-to-liquids, and gas-to-liquids) increases by nearly 8 million barrels per day and accounts for 9 percent of total world liquids supply in 2030.

* Coal consumption, which grows an average annual rate of 2.2 percent, is the fastest-growing energy source worldwide in the IEO2007 reference case projection, which assumes that existing laws and policies remain in effect through 2030 notwithstanding concerns related to the rising level of energy-related greenhouse gas emissions. World coal consumption increased sharply from 2003 to 2004, largely because of a 17-percent increase-on a British thermal unit (Btu) basis-in non-OECD Asia (mainly China and India). With oil and natural gas prices expected to continue rising, coal is an attractive fuel for nations with access to ample coal resources, especially in coal-rich countries like China, India, and the United States. These three countries combined account for 86 percent of the increment in world coal demand by 2030 in the reference case projection.
 
* Higher fossil fuel prices, energy security concerns, improved reactor designs, and environmental considerations are expected to improve prospects for nuclear power capacity in many parts of the world, and a number of countries are expected to build new nuclear power plants. World nuclear capacity is projected to rise from 368 gigawatts in 2004 to 481 gigawatts in 2030.  Declines in nuclear capacity are projected only in OECD Europe, where several countries (including Germany and Belgium) have either plans or mandates to phase out nuclear power, and where some old reactors are expected to be retired and not replaced.
 
* In the IEO2007 reference case, which does not include specific policies to limit greenhouse gas emissions, energy-related carbon dioxide emissions are projected to rise from 26.9 billion metric tons in 2004 to 33.9 billion metric tons in 2015 and 42.9 billion metric tons in 2030. From 2003 to 2004, carbon dioxide emissions from the non-OECD countries grew by almost 10 percent, while emissions in the OECD countries grew by less than 2 percent.  The result of the large increase in non-OECD emissions was that 2004 marked the first time in history that emissions from the non-OECD exceeded those from the OECD countries.  Further, because of the expectation that non-OECD countries will rely on fossil fuels to supply much of their future energy demand growth, carbon dioxide emissions from the non-OECD countries in 2030 are projected to exceed those from the OECD by 57 percent.

IPCC 4th Assessment: Steps to mitigate climate change

It is extremely difficult to develop objective assessments of the dangers of climate change. It is clear that millennia of mankind's attempts to manage Earth's resources to provide heat, shelter, and energy took a significant detour at the Industrial Revolution which started over a 150 years ago. With the introduction of faster transportation and communications, labor-saving devices, and centralized manufacturing based on fossil fuels, a dangerous atmospheric imbalance of greenhouse gases has resulted - one that threatens to change worldwide climate patterns.

The jury is still out on when and how fast climate change will happen. However, it is universally agreed that, anticipating significant consequences from inaction, we need to begin remedial steps to mitigate climate change now.

In its fourth assessment the International Panel on Climate Change (Working Group III) has attempted to provide a series of steps to mitigate climate change by revising the management of current industrial, energy, transport, agricultural, forestry, architectural, and waste practices. It is a scientific analysis of what needs to be done - as a opposed to how the steps should be implemented (which has profound economic and political effects).

The consequences of inaction is stated in terms of degrees Celsius of average global temperature increase. While it is impossible to properly assess what the specific effect and repercussions would be for each degree of rising temperature, suffice it to say that the impact would be economically, socially, biologically, and politically profound.

The report is a first draft entitled Summary for Policy Makers [*.pdf], and looks at five major issues:

• Greenhouse gas (GHG) emission trends
• Mitigation in the short and medium term, across different economic sectors (until 2030)
• Mitigation in the long-term (beyond 2030)
• Policies, measures and instruments to mitigate climate change
• Sustainable development and climate change mitigation

The report presents mitigation options that can be implemented by relying on currently available technologies, and those that are expected to be available in the medium term (2030). Many of those technologies deal with biofuels, bioenergy and bioproducts, including the carbon negative energy system known as 'Bio-Energy with Carbon Storage' (BECS), to which we refer often. This last option can be seen as a 'geo-engineering' option, because it involves large-scale energy plantations. The Summary sees BECS as a suitable strategy to reach the reductions presented in several mitigation scenarios, because the negative emissions system cleans up the carbon emissions from the past.

The broad conclusion that can be drawn from the report is that the world has both the knowledge, technologies and financial means to avoid the worst effects of climate change (as they were outlined by Working Group II, earlier post), by investing in renewables such as biofuels and in nuclear, by improving energy efficiency, by limiting the use of fossil fuels, by increasing the efficiency of agriculture and by investing in carbon capture and storage, including BECS [the carbon negative energy system known as Bio-Energy with Carbon Storage (BECS)]. A portfolio of those options makes it possible to limit emissions in such a way that global temperature increase does not surpass the 2°C mark. The technologies are available, but political will and a change in life-styles by wealthy consumers will be required.

U.S. State Dept. to host 2008 Int'l Renewable Energy Conference


Secretary of State Condoleezza Rice announced today (April 23, 2007) that the State Department will host the Washington International Renewable Energy Conference (WIREC 2008) March 2008.

WIREC 2008 is the third global ministerial level event on renewable energy. It will be an important opportunity for world ministers to show their commitment to renewable energy. The ministers will discuss how renewable energy advances our shared goals for climate, sustainable development and energy security. The Secretary noted that, "Diversifying our energy supplies is a key foreign policy objective of this Administration," and that, "Renewable energy sources can go a long way toward breaking the 'addiction to oil' that President Bush cited in his 2006 State of the Union Address."

WIREC 2008 goals include: 
- Advancing energy security, climate change, air quality, and sustainable development goals, including agriculture and rural development; 
- Demonstrating global leadership in renewable energy research, policy development, technology innovation, commercialization and deployment; and
- Fostering industry and government collaboration to help solve global energy challenges.

Latin America's Blueprint for Green Energy

The IDB commissioned Garten Rothkopf, a consulting firm which works with corporations on long-term global strategies, to perform an analysis that would serve as a blueprint to its development of energy technologies in the Americas.

What is the IDB? According to their website. "The Inter-American Development Bank was established in 1959 as a development institution with novel mandates and tools. It is the main source of multilateral financing for economic, social and institutional development projects and trade and regional integration programs in Latin America and the Caribbean. It is the oldest and largest regional development bank."

This report begins with the major trends in global energy: the drivers of demand, the constraints on supply, and the twin imperatives of energy security and emissions reductions. The promise of biofuels is then assessed relative to the leading alternative technologies in the transport sector: hydrogen fuel cells and coal liquefaction. This is followed by the “Global Biofuels Outlook 2007”, an assessment of the state of biofuels in 50 countries on 6 continents, highlighting the critical areas of government policy, productive capacity, private sector investment, and research and development.

The report concludes with a blueprint for green energy in the Americas. This strategic blueprint is organized around the four pillars that they project will drive and shape competition and demand: innovation, capacity expansion, infrastructure, and building global markets.

The basic thesis is clear:

Coordination between the government, private sector, universities, and research institutions to strengthen the connection between the scientific research activities and practical technological needs of the sector is critical.

Industrial Symbiosis: Creating eco-industrial parks

For commercial-scale deployments of emerging technologies to succeed financially they will have to integrate into the industrial landscape in a way that supports the health of the enterprise. The ideal sites would co-locate companies that supply biostock, cleanly process it, and use the output of the processing to create new chemicals, bioproducts, biofuels and bioenergy. Ideally, the energy needed for operation of the eco-industrial park would come from the park itself (all this without leaving a carbon footprint).

Case studies citing examples are beginning to be published. MIT and Yale have teamed together to share the publishing responsibility to make these case studies available in The Journal of Industrial Ecology.

The Journal of Industrial Ecology is pleased to announce a special feature on industrial symbiosis in its recently released issue. The feature contains 4 cutting edge articles on industrial symbiosis - environmentally beneficial exchanges of materials, energy, water, and by-products among diversified, geographically-clustered firms.

Industrial Symbiosis in China: A Case Study of the Guitang Group

The Guitang Group (GG), which operates one of China’s largest sugar refineries, has been developing and implementing an internal and external industrial symbiosis strategy for more than four decades. The GG first invested in developing its own collection of downstream companies to utilize nearly all byproducts of sugar production. This strategy has generated new revenues and reduced environmental emissions and disposal costs, while simultaneously improving the quality of sugar.

Internally, the GG’s complex consists of interlinked production of sugar, alcohol, cement, compound fertilizer, and paper and includes recycling and reuse. Externally, the GG has established a strong customer base as a result of its product quality, has worked to maintain and expand its supply base through technological and economic incentives to farmers (and even to competitors), and has had to react to a strong government presence that fundamentally affects its operations.

A Spatial Analysis of Loop Closing Among Recycling, Remanufacturing, and Waste Treatment Firms in Texas

A central element of industrial ecology is the concept of closing the loop in material use (cycling) by directing used material and products (wastes) back to production processes. This article examines the issue of geographic scale and loop closing for heterogeneous wastes through an analysis of the location and materials flows of a set of recycling, remanufacturing, recycling manufacturing, and waste treatment (RRWT) firms in Texas. The results suggest that there is no preferable scale at which loop closing should be organized. RRWT firms are ubiquitous and operate successfully throughout the settlement hierarchy. The cycling boundaries of RRWT firms are dependent primarily upon how and where their products are redirected to production processes rather than the firm’s location in the settlement hierarchy. In other words, loop closing is dominated by the spatial economic logic of the transactions of the firm involved.

Industrial Symbiosis in the Australian Minerals Industry: The Cases of Kwinana and Gladstone

To enhance the further development of new regional synergies, the Centre for Sustainable Resource Processing (CSRP), a joint initiative of Australian minerals processing companies, research providers, and government agencies, has undertaken several collaborative projects. These include research to facilitate the process of identifying and evaluating potential synergy opportunities and assistance for the industries with feasibility studies and implementation of selected synergy projects in both regions. When it comes to energy, we are all stakeholders – whether we are producers, refiners, developers, educators, policymakers, marketers, regulators, environmentalists, distributors, farmers, foresters, or simply commuters... we are all consumers with a vested interest in future development of renewable energy in concert with environmental sustainability.

Even though there is a growing global recognition that something must be done to reduce dependence on fossil fuels and mitigate carbon emissions, the potential for endless debate over the means to these ends is threatened by delays. We need to act now.

The success of any mission to achieve 25x’25 or Twenty in Ten is more dependent on our willingness to communicate and work together than it is on our technical achievements. Why? I am convinced it will take collaboration between all stakeholders to develop and deploy these emerging technologies.

Having attended three important conferences this month, perhaps the most important lesson I can share is one for “bridging the gap” that I learned at 25x’25. When negotiating all parties must take an attitude of “Yes, if...” rather than “No, because...”

For example, “Will you agree...?”:
• “Yes, if you will guarantee...
• “Yes, if you can convince...
• “Yes, if you can match...
• “Yes, if you will commit...

Without the proper spirit of collaboration no compact between stakeholders will be sustainable – even if the technology is.

Online game is a Climate Challenge

The BBC Weather Centre has a wealth of information on their Climate Change website about global warming - evidence, impacts, adaptation, policies, and links. They recently ran a Climate Change experiment that utilized the spare computing power of a quarter of a million participants - mostly throughout Europe and the eastern U.S. Through this huge distributed processing project, thousands of climate change models could be run and the results computed. Their findings:

• The UK should expect a 4°C rise in temperature by 2080 according to the most likely results of the experiment.
• Heatwaves are on the rise and, by 2080, summer temperatures of 40°C will be common. Winters will also be warmer.
• Summer rainfall is set to decrease and the UK can expect more frequent droughts
• Winters will bring less snow and more rain, especially in the north and west. Storms will be more frequent and more severe.
• Different regions around the world can expect varying levels of warming. New Zealand faces a smaller temperature rise than the UK's 4°C change, while Alaska should prepare for a greater increase

They recently published a free, online serious game that simulates the decision-making process engaged by world leaders in counter-acting the global warming phenomenon. It is important that each stakeholder of the energy/environment dialog recognize the need for coordination of many nations efforts to forestall the effects threatened by interlinked future challenges.

Why make a game about climate change?

The BBC decided a game might be a good introductory route into climate change and some of the issues this creates for governments around the world. At times it was necessary to strike a compromise between strict scientific accuracy and playability. For this reason, Climate Challenge should not be taken as a serious climate change prediction. Wherever possible, real research has been incorporated into the game.

Apart from the primary goal of creating a fun game, Climate Challenge's producers aimed to:
• give an understanding of some of the causes of climate change, particularly those related to carbon dioxide emissions.
• give players an awareness of some of the policy options available to governments.
• give a sense of the challenges facing international climate change negotiators.

Players must respond to catastrophic events caused by climate change as well as natural and manmade events, which may or may not be linked to climate change. This aspect of the game is meant to give some idea of what could happen as the Earth's climate changes and also introduce the unpredictable nature of some natural events.
